On-street parking
- Mark/number spaces and have users enter theirs on machine (or in app), replacing stickers
- Speeds up patrolling since only one stop has to be made per block (or none if officers can get unpaid spots info on computer)
- Instead of choosing time, insert card at in and out
- Hostile customer service to punish for staying a little bit over a long period of time (also requires length of time to be decided in advance)
- Give out warnings, allow grace period
- Charge market rates, but possibly low cost for first periods/raise over time
- OR eliminate and allow only short-term plus active loading/unloading
- Parking is something private parties can provide
- Unlike street use which is shared, parking monopolizes the space
- Use some of the space for stormwater treatment
- Have aggressive validation program for all garages, also give out transit tickets
- Work to get high-quality transit alternative that people can rely on
- Portland's revenue from parking tickets has grown by 50 percent since 2005
- Portland city leaders should get out of the parking garage business
